Jacques A. Plamondon holds a PhD in philosophy from the Université d’Aix-Marseille; he obtained his first professorial position at the Université de Sherbrooke, where he held a variety of administrative posts including Vice-Rector (Human Resources). Subsequently, he served two terms as Rector of the Université du Québec à Hull (UQAH) and one term as Rector of the Université du Québec à Trois-Rivières, and was also a visiting professor at the École nationale d'administration publique (ENAP). In January 2001, Dr. Plamondon was appointed as Vice-President (Administration) for the Université du Québec, a position he held until 2005, before serving at ENAP again.
